In the City of Chicago and most North Shore suburbs, permits are required for any work that involves structural changes, electrical, plumbing, or HVAC modifications. Cosmetic-only work — painting, new flooring, replacing fixtures in the same locations — generally does not require a permit, but the rules vary by municipality. Winnetka, Wilmette, Glenview, Highland Park, Lake Forest and Hinsdale each have their own building departments with slightly different requirements.
